The Biggest, HUGEST, MOST ENORMOUS ANNOUNCEMENT EVER!!!

We have some really, really big news to share! It's just about the most exciting thing to ever hit the Development Review Committee (we lovingly refer to it as DRC)! Really, this is huge, you won't want to miss it... are you ready?? OK, here goes!

DRC is changing their meeting schedule from every-other-week to twice a month!! WOW!  That's right, DRC on the first and third Wednesdays of each month.

Oh, you know us so well... of course we're not done talking about this enormous news, but for the sake of transparency, we want you to be the first to know...

So, for many years now, DRC has met every-other-week (apparently there was a time way, way back when DRC met weekly). But, given that the City Council meets twice a month and all of the other Commissions, Committees and Boards meet on a once or twice per month schedule, this year, DRC finally decided to get on board with the schedule. No, it's not a Board, it's a Committee... so we guess they actually decided to get on Committee with the schedule? 

Anyway, DRC was so excited about the change, they went so far as to adopt this doozy of a Resolution:

DEVELOPMENT REVIEW COMMITTEE RESOLUTION NO. 2020-01


A RESOLUTION OF THE DEVELOPMENT REVIEW COMMITTEE OF THE CITY OF MONROVIA, CALIFORNIA, ESTABLISHING THE REGULAR MEETING DATES OF THE DEVELOPMENT REVIEW COMMITTEE FOR 2021

 

THE DEVELOPMENT REVIEW COMMITTEE OF THE CITY OF MONROVIA DOES hereby resolve as follows:

 

WHEREAS, the Development Review Committee was created by the City Council by Ordinance No. 79-19 to eliminate any unnecessary waste of time and money on the part of both applicants and city officials in the processing of various applications; to ensure that single-family, multi-family, commercial and industrial development in the city will be compatible with the architectural character of development in the immediate area, and to provide a potential applicant with a means of having a proposed development concept reviewed prior to submitting a formal application as set forth in Title 2 of the Monrovia Municipal Code; and


WHEREAS, the Committee is required to establish by resolution, the time and location of its regular meetings.

 

NOW, THEREFORE, THE DEVELOPMENT REVIEW COMMITTEE OF THE CITY OF MONROVIA, CALIFORNIA DOES RESOLVE AS FOLLOWS:

1.                   The regular meetings of the Monrovia Development Review Committee shall occur every first and third Wednesday of each month at the hour of 4:00 p.m. with the exception of the necessity for Special Meetings; and such meetings shall be held in the City Council Chambers at Monrovia City Hall, 415 South Ivy Avenue, Monrovia, California 91016.

            2.                  The Committee adopts the meeting schedule attached as Exhibit A.

            3.                  This resolution shall take effect beginning on January 1, 2021.

PASSED, APPROVED AND ADOPTED this 18th day of November, 2020.

Everything Old is New Again

You know, they say that time is like river... it's cold and wet and teeming with bacteria or something like that. But, we think that time is more like a circle. Things come in and fade out only to return again when it's least expected. This blog post is dedicated to the old becoming new again. We know, that seems like kind of a deep topic for our blog, it's amazing how a couple of overcast days have turned us into philosophers!

So, what has us thinking about time in metaphors? Why are we questioning the very nature of how we organize our lives? The answer is Pavilions. Yes, you read that right, Pavilions grocery store has got us thinking about life, the universe and everything. Why has a grocery store affected us in this way? Because Pavilions will soon be looking a little different. Actually, it will soon be looking like a Vons. We know, we know, we just got used to calling it Pavilions, too! 

So what does this change mean for grocery consumers? In a nutshell (which you can buy at Vons, by the way) you'll probably see some lower prices. All of the great products and customer service that you expect from your Monrovia store will still be there.

If you're a planner in Monrovia (so, you know, if you're one of about 6 1/2 people), you're probably wondering about the new sign design. We were thinking that they could save on their new signs by just removing the extra letters, like this:

Shockingly, they didn't particularly like our design idea and decided to go with this instead:


So, if you're driving down the street and notice something different about the grocery store, you haven't time traveled back to 1985 (if we could travel back to 1985, we'd buy some Apple stock) (apples are also available for purchase at Vons... but we were actually thinking about the company that makes iPhones), it's just the universe reminding you that time is cyclical and everything old can become new again!

Double espresso anyone?

Can we tell you about the week we've had? It's been a doozy! 

A three agendas, two late night meetings, one tired Planning Division kind of week! We LOVE those kinds of weeks around here! We're jazzed!  Does anyone still say that?

Call us crazy if you want, but we get excited to see applications come forward for review. And we love it when we see good projects get approved. And we really really love it when we get to be involved in projects that are going to make Monrovia residents proud of their city!

Monday night, a special meeting of the Historic Preservation Commission was held, and a project that is near and dear to the hearts of many Monrovians was reviewed and approved. It's a pretty special project that we think will be another jewel in the crown of the Gem City. We've placed and extremely subtle and subliminal hint about what that mystery item might be right here in this blog post.

Signs of the Times

Things are really rocking and rolling around the City of Monrovia these days. Yesterday, the Development Review Committee looked at 10 items, which represents a range of development across the City. But, what really caught our attention is the number of sign reviews that the Committee considered yesterday. We know what you're thinking... "Really? We're supposed to be excited about signs?" And to answer that question, we say, "YES!" because when you consider the companies that were applying for those sign reviews, you can see that a lot of new businesses, some of them VERY well known and successful, are moving into Monrovia. And that is good news.

For example, Orchard Supply Hardware (or OSH, if you prefer) came before the committee with their sign proposal. They are busy at work preparing to open a new hardware store and nursery location at 725 West Huntington Drive. Sign review generally occurs pretty close to the date that operations will commence, so we are quite excited to see OSH at this phase of the planning process. Luckily, the DRC saw fit to approve the OSH signs, so pretty soon, you'll see something like this when you are driving around the neighborhood. Actual weather patterns may vary.



Another sign that caught our attention was for the City of Hope Beckman Research Institute at 655 East Huntington Drive. You may have heard that City of Hope is relocating it's research laboratories to the City of Monrovia. The pending move into the former Xerox building at 1214 South 5th Avenue is expected to bring over 500 jobs into the City and we are thrilled to welcome them into that location. But before that big move, which is anticipated for later this year, a second Beckman Research Institute location in the City's technology corridor will be operational. The DRC approved the signage, so, the next time you are driving down East Huntington Drive, don't be surprised if you see a new monument sign similar to this.

And there's still one more sign that we want to tell you about. It's green and white and promises to draw you in like a siren song. That's right, folks, we're talking about the Starbucks that will be opening at 860 West Foothill Boulevard within the next month or so. The DRC approved all the signage at that location, so, the next time you are in need of a triple grande, nonfat, no whip, extra hot, two pump, white chocolate mocha with a drizzle of caramel, we've got you covered! As you may be able to tell, we are very excited about all of the new businesses that are opening in Monrovia and we hope that you are too!

In the lastest edition of DRC...

Well, what a week this has been! Not only were we preparing for DRC, but the Planning Commission meeting was also held the same day. Even though it was a short agenda, DRC did welcome new business and said goodbye to one of our beloved oak trees. Take a look below for a recap of the October 14th DRC meeting.

A minor exception was requested for a single family residence at 200 block of West Cypress Avenue for an addition to the front of house. Basically, the property owner wanted to continue the existing setback that does not meet the minimum. We understand that requiring the existing development standards can affect the design or look of a home, so the minor exception process was the way to go. If approved, it would allow for the owner to add over 800 square feet to their home. After much deliberation, DRC unanimously approved the minor exception. Woohoo!

On a different note, we will bid farewell to one of our beloved oak trees in town. We received an oak tree removal permit for a property located on the 200 block of Melrose Avenue. The applicant provide an arborist report with an assessment addressing the condition of an existing oak tree in the front yard. The arborist recommended that it is in advanced and irreparable decline and it should be removed immediately. Let us take a minute to remember that great oak tree and the wonderful canopy it once possessed...

On a lighter note, we have several new business coming to town!

A new monument sign was approved for Westport Construction Inc. on the 100 block of West Maple Avenue. 

Good Fortune Supermarket will be replace Hong Kong Supermarket. We wish Good Fortune Supermarket good luck!

And finally, the new signs for the Taco Bell Remodel at 140 West Huntington Drive. For all you drive-thru Pizza Hut lovers, make sure that you take advantage of pizzas while they're still hot. The new remodel will only be for the Taco Bell and pizza will no longer be available.

DRC Returns with a Vengence!

Have you ever wondered what happens when DRC "goes dark" for a meeting? 

Well, we now have the answer - the September 2nd meeting was jam-packed!  That's right, loyal readers, after a brief hiatus, DRC returned on September 2, 2015 with a whopping 15 items (though one was withdrawn).  And now, we will take you through each one of those items in minute detail.  Get comfortable, this could take a while.  Kidding!  That would be insane, right?  How about we give you a quick snapshot of the meeting?

Extra! Extra! Read all about it!

It's that time, once again, for a DRC update on our latest meeting. Yesterday, the Monrovia Development Review Committee reviewed six items.  Here are some highlights:

-A new laundromat was approved to operate at the Monrovia Plaza Shopping Center. Currently, the Zoning Code requires a minor conditional use permit for a laundromat to operate at this location. Even though previously it was Patty's Laundryland, a new minor conditional use permit was required. We now welcome the new business owner into the Monrovia Community! If you ever need a commercial washer or dryer, be sure to spin by 320 W Huntington Drive for wash!

-"Yo quiero Taco Bell!" once said a famous chihuahua and so did DRC! The existing drive-thru Taco Bell/Pizza Hut was approved for a facade remodel to bring this location back to life. However, as a result we will have to say good bye to Pizza Hut as they will not continue to serve pizza once the remodel is completed. For all those Pizza Hut lovers, make sure you stock up on your pizza before its gone.

-Who's ready for some more home improvement projects?!? DRC reviewed a proposal for a design review of an existing commercial building for a new Orchard Supply Hardware store at 725 West Huntington Drive. Some of you might rememeber this location as the old Office Depot site. Orchard Supply Hardware proposed a 3,000 square foot exterior nursery along the east side of building in place of an existing drive aisle. That's a lot of plants to display in the nursery and hopefully they are all low water usage plants! Below you will be able to see the proposed facade remodel.


As part of their approval, DRC also approved conditions that would limit hours of deliveries, outdoor merchandise display, and special event permits for seasonal Christmas tree lots or pumpkin patch events. Please join us in welcoming Orchard Supply Hardware to the City of Monrovia!

-Last but not least, DRC also reviewed a new building wall sign for the San Gabriel Valley News Group located at 605 E Huntington Drive. The sign was approved and we are excited to have the San Gabriel Valley News Group call Monrovia home!

Yet another DRC recap!

It's time, once again, for a Development Review Committee recap!  It seems like we're always doing this, right?  Well, yes, we are, because DRC meets every other week.  That may not seem like a lot, but DRC decides over 150 decisions every year.  Which doesn't even take into account those applications that are decided by the Planning Commission or the Historic Preservation Commission.  Or those projects that do not even require review because they meet the code.  Which is all to say that things are pretty busy around here!

Yesterday, the Monrovia Development Review Committee reviewed four items.  Here's a quick replay:

728 East Greystone Avenue
-  Two Minor Exceptions for 728 East Greystone Avenue.  This historic home is proposing to add square footage to the back of the house.  Because this home is one of our Historic Landmarks, this addition has to be approved by the Historic Preservation Commission (HPC) through their Certificate of Appropriateness process.  The HPC will hear this item at their meeting next week on July 29th at 7:30 p.m.  But, in the mean time, the DRC can do their part of the job...Minor Exceptions!  There were two reasons Minor Exceptions are needed for this one.  First, the existing house is only 3'6" from the side property line (the code requires 5'), so, in order to continue that line, an exception must be granted.  Second, the addition will reduce the amount of space for cars to back-up from the driveway.  The code requires 25' of back-up, but this will provide 24'-1".  The DRC granted both Minor Exceptions contingent upon the Historic Preservation Commissions approval of the Certificate of Appropriateness.  Now that's what we call teamwork!

-  A Minor Exception for 166 Stedman Place.  This is a very similar situation.  The existing house is setback only 3'-3" from the side property line and the homeowner would like to add some square footage to the back of the house, continuing the existing setback.  It was also noted during the meeting that this house has only 35' of frontage - that is a pretty skinny lot!  Or is svelte a nicer way to say that?  Slender?  Well, you know what we mean...Anyhoo, the DRC saw fit to grant this Minor Exception as well.

-  A Design Review for a new 600 square foot granny flat at 237 East Walnut Avenue.  You might be asking yourself how, exactly, a "granny flat" is defined?  Does a grandmother actually have to live there?  Well, no, not really.  Originally, granny flats were built as full second units for elderly folks or for caretakers of the elderly.  These days, though, a granny flat is a smaller version of a full second unit.  But, there are certain other requirements of granny flats.  Among other things, they have to share the same utility meters as the main house, the owner of the property is required to live on the property if a granny flat is constructed, and a granny flat does not get a separate address.  In this case, the DRC approved the granny flat, and had some feedback on the design to help tie it with the existing residence.  Quality... that's what we're about here in Monrovia!

-  A Sign Review for 801 Royal Oaks Drive (Ducommun).  Yes, DRC approved Ducommun to update their signs and we would just like to take a moment to thank all of those businesses in Monrovia that maintain their locations with new signs, fresh paint, and clean landscape.  All of that helps to create the character of Monrovia of which we are all so proud!  So, thanks, businesses, we think you're pretty great!  And, thank you, DRC for guiding the process!

Latest Development Review Committee Meeting

We thought that now might be a good time to remind our loyal readers what the job of the Development Review Committee and of Planning in general is.  Our jobs revolve around zoning and land use, as spelled out in the Monrovia Municipal Code (i.e., the document that holds the answers to all of life's mysteries).  Some of the questions we ask ourselves are:  "Is this use appropriate?"  "How does this fit with the neighborhood?"  And especially, "What does the Code say?"

The DRC meeting on June 10th had four items on the agenda. The first item up was a review of a front yard fence at 837 Crescent.  This applicant was requesting a 4 foot fence on top of an existing 2 foot stone retaining wall, making the overall height of the structure 6 feet (measurements are always taken from the lowest adjacent grade).  So, the question you might be asking yourself right now is: "What does the Code say?"  And here's the answer.  Our beloved Code says that in a front yard, a residence can have a 3 foot solid wall or fence or a 4 foot wall or fence that is at least 50% open.  The reasoning behind this is two-fold.  First, tall fences in the front yard could obstruct sightlines, which could be dangerous to drivers, pedestrians, and other street users.  Second, it creates a certain amount of uniformity so that our neighborhoods appear cohesive.  In this case, the DRC granted the exception to the height requirement, with the conditions that the new fence is aesthetically pleasing and at least 50% open.

Second up was another fence!  The exclamation point is meant to convey excitement, by they way.  The Monrovia Tennis Club, at 158 North Sunset, was requesting a 6 foot solid vinyl fence with 1 foot of lattice on top, for an overall height of 7 feet in the side yard.  At this point, you may be wondering about height limits in the side yard.  Say it with me folks, "What does the Code say?"  Our revered Code says that a side yard fence cannot be taller than 6 feet as measured from the neighbor's grade.  We guess that sometimes those tennis balls tend to bounce pretty high out of bounds.  Since the neighbor came to the meeting to express his support for a tall fence, this item was approved by the DRC.

Third item - a Conditional Use Permit for the new Merengue at 417 South Myrtle to serve alcohol, both indoors and outdoors.  What does the Code say about this?  The Code, in its infinite wisdom states that the Planning Commission has to make the final decision for a CUP, and so this item was forwarded on to the Planning Commission with a recommendation of approval.  The DRC also reviewed the floor plan, outdoor furnishings and outdoor delineator.  These elements were approved by the DRC.  Looks like we are one step closer to having Merengue back!

Finally, the DRC reviewed a Conditional Use Permit for a drive thru Starbucks at 860 West Foothill.  Since we already know what the Code says about CUPs, I bet you can guess how this one turned out.  That's right, it  was also forwarded on to the Planning Commission with a recommendation of approval.  See some of the renderings below!

We're back with some exciting news

Where did two months go?  Sometimes life (and work) just get in the way (but we're happy to have both!).

So if you are still with us, our loyal reader, we'll get back on track with a DRC update...

The Development Review Committee (DRC) celebrated its first meeting of summer on Wednesday, June 25 with a light agenda.  Most of the items were fairly standard and included a couple of residential remodels, review of a large family day care, a temporary use and a new sign for Blaze Pizza in the Foothill Park Plaza.  

(The answer to the question is soon...very soon.)

What wasn’t business as usual was DRC’s review of a new building for the BMW dealership.  This will replace their existing facility at 1425 South Mountain Avenue.  The proposed building will hold their entire operation in a 208,783 square foot, three story structure and will house the showroom, offices, service and lots and lots of storage for their inventory.

Over the past few years, Monrovia’s auto dealers have been remodeling their showrooms.  Infiniti is currently under construction.  BMW is the final dealership to update their facilities and in our opinion, it was worth the wait.  The proposed building has a modern look with lots of glass and steel…very contemporary…very BMW.

Although, the City’s Staff has been working with the applicant for several months, one of the primary purposes of DRC is to provide a consolidated review by the directors of each of the City’s departments involved in the construction and ultimately the operation of businesses in Monrovia.  The outcome of the meeting is a formal recommendation to the Planning Commission who ultimately has the authority to approve the project.



At the end of the review, DRC voted to recommend approval to the Planning Commission.  We expect that the Planning Commission will review the request at their meeting on August 13.

    • 140 W. Foothill Blvd. (Starbucks Coffee): face change on pylon sign (Approved)
    • 120 W. Foothill Blvd. (Starlight Express): face change on pylon sign (Approved)
  • Design Review
    • 1963 S. Myrtle Ave.: design review  of a modification to an existing rooftop wireless facility (Approved)
    • 429 W. Duarte Rd.: design review to construct roof structures over six balconies (Approved)
  • Advisory Review 
    • 721 W. Duarte Rd.: seven townhome condominiums over subterranean garages and a variance request for a reduction in private recreation space (Recommended Approval to the Planning Commission)

A sign of things to come...and signs too

The Development Review Committee (DRC) had a plethora of applications on the docket for review: an addition to an old house, a new house, lots of business activity and something really big.  Keep reading.

Three business wall signs were approved.  RPM Garage at 1136 South Myrtle Avenue and Glenridge Pool Supplies at 1206 South Myrtle Avenue are both new to Monrovia.  Welcome!  Also, Finishline Construction had their signage approved for their new location at 823 South Magnolia Avenue.

We’re always happy to see new businesses come to town and we’re even more excited when they thrive.  Old Town favorite, Peach Café (141 East Colorado Boulevard) has been open only for breakfast and lunch for the past 8 years.  Now that there's more and more nightlife, the owner thought it was time to start opening for dinner too.  DRC agreed.  So what we really want to know is if we can have hickory maple waffles for breakfast, lunch AND dinner? 

And the big item on the agenda?  A proposal for the first development in Station Square.  Finally.  ("What's Station Square?" Read more here.)  

About 10 years ago, the extension of the GoldLine moved from being a dream to reality and Monrovia began to develop its plans for the future.  BIG plans.  Alas, then came the Great Recession and then the shutdown of all redevelopment agencies in the state, including the Monrovia’s. 

The vision, retooled, is still big, but perhaps more realistic for the current times.  Several months ago, Staff began working with local developer Samuelson Fetter on the first new development in Station Square.  


At the meeting, DRC had their first review of the project in a process we call the “pre-application consultation”.  Fancy term for preliminary review.  This is an opportunity for DRC to review, comment and provide guidance on the proposal before the application is prepared and the formal process begins.  What is being proposed is a five-story, 261-unit apartment building that will be right next to the Monrovia Gold Line station. 
 


It was a very productive session, with Fire, Police, Public Works and Planning each giving direction and suggestion in their various disciplines.  We anticipate that the project will move into the public hearing phase in June.  We’ll be sure to keep you in the loop.

DRC Update and More!

Wednesday's Development Review Committee (aka DRC) meeting was a mixed bag of applications.  Ten in all.  Some of the highlights were new signs for Wendy's to go with their new remodel; signage for Cafe X20 which will be taking over the Garden Grill at 335 West Foothill; and a sign program proposed by the Gold Line Construction Authority to help promote businesses that are being affected by the closure of Myrtle Avenue. 

A new house at 514 South Fifth Avenue was approved.  This replaces a house that was destroyed by a fire.  (Is it just us, or have there been a lot of house fires in the past year?)

Also on the agenda was a review of the new floor plan for Wang's restaurant on East Lemon in Old Town and a couple of residential additions.

In other news, the Planning Commission will be reviewing requests to serve alcoholic beverages at two restaurants at their meeting on February 12.  You can get the details here.

DRC Recap - July 17, 2013


Again, DRC had a fairly large agenda for their July 17 meeting.  Many of the items, while important, were fairly routine.  So without getting into all the minutia of the meeting, we’ll focus on some of the highlights. 

Building signs for Living Spaces at 407 West Huntington Drive are being replaced with very attractive, contemporary signs.

DRC Recap - July 3, 2013


Hi Readers!  We hope you had a good 4th of July.  Below is an update from the Development Review Committee's (DRC) July 3, 2013 meeting.  (If you're asking "What's DRC?," check out some of our prior posts for an overview.)  

Unless stated otherwise, the following items were reviewed and approved by DRC at the July 3rd meeting:

Residential Properties
  • 122 N. Alta Vista Ave. – Review of 3,250 sq. ft. home.
  • 123 McKinley Pl. – Minor exception to encroach into minimum side yard setback for an addition.
  • 732 Bonita St. – Review of window removal and replacement.  DRC did not approve this application.
  • 239 E. Hillcrest Blvd. – Review of new 2,992 sq. ft. home.
  • 873 Ridgeside Dr. – Minor exception, 5 ft. fence in lieu of 4 ft. in front yard setback and a patio cover setback 21.5 ft. in lieu of 25 ft.
  • 946 W. Colorado Blvd. – Review of 100 sq. ft. addition to west side of house.

Commercial Properties
  • 241 W. Huntington Dr. – Advisory review of Conditional Use Permit (C.U.P.) for a second-hand store with façade removal and Zoning Code Amendment.  DRC did not recommend approval.
  • 1451 S. Mountain Ave. – Review of architectural addition of a car on the building wall.
  • 925 W. Foothill Blvd. – Advisory review of C.U.P. for second-hand store.  Forwarded to Planning Commission with recommendation of approval with conditions.

Sign Review
  • 702 E. Huntington Dr. – Advisory review for Code Amendment to allow LED (Electric) price sign at service (gas) stations.  Forwarded to Planning Commission with a recommendation for approval.
  • 702 E. Huntington Dr. – Review of modification to canopy and sign face change for Shell Service station.
  • 720 E. Huntington Dr. – Review of wall sign for Lumber Liquidator.
